The Village of Oaks is located in the north Kansas City area. It is between Englewood Road and Barnes Avenue and east of North Oak Trafficway.

Four New Village Ordinances


At the February Village of Oak Board of Trustees meeting, four new ordinances were ratified.

  • Municipal Court for the Village of Oaks
  • International Codes for construction, maintenance and remodeling
  • Noise Ordinance
  • Home-Based Business

It is recommended that the Village residents read and understand these new ordinances.


NOTICE OF PUBLIC HEARING

Village of Oaks - Planning and Zoning Commission

Short-Term Rental Ordinance

Public notice is hereby given that the Village of Oaks Planning and Zoning Commission will hold a public hearing for a proposed short-term rental ordinance.


The meeting will take place on March 11, 2026 at 7:00 PM located at 320 Armour Road, North Kansas City, MO 64116 in the Lower Level Conference Room. Residents may also attend the meeting via Zoom. The link

will be posted here once scheduled in Zoom.

The purpose of this hearing is to receive public comment regarding the proposed short-term rental ordinance.


A link for the proposed ordinance will be available for download and review shortly.

All interested persons are invited to attend and will be given an opportunity to be heard.

The location is handicap accessible and the Zoom meeting is an option for those who can not attend in person.

The Village of Oaks Board of Trustees will be electing three (3) board members this April and reapproving levies for fire and ambulance service as well as general municipal purposes .  Two of the current board members are planning to be on the ballot, but a third new resident is needed to replace a retiring Board member.

Clay County - Senior Real Estate Properly Tax Relief

Clay County residents will be able to apply to participate in the Senior Real Estate Property Tax Relief Program beginning January 2026.

To avoid confusion on the responsibility, the Board of Trustees has created a Letter of Understanding that has been added under the
Ordinances section.



MONTHLY BOARD OF TRUSTEES MEETING

The Village has obtained a Zoom account for the monthly Board of Trustees meeting.

PLANNING AND ZONING COMMISSION

 

The Village has formed a Planning and Zoning commission. The current requirement is for zoning ordinance changes and a new ordinance for short-term rentals. The details on the structure is found under RSMO 89.320 and RSMO 89.330.  Of the five citizen members, one will be elected chair and one secretary. The duties for the zoning aspect of the commission are found under RSMO 65.682 and RSMO 89.070. The Missouri statutes that relate to planning aspect are found under RSMO 89.300 to 89.480.


The Planning and Zoning Commission follows the same public open meeting and Sunshine Law requirements as the Village of Oaks Board of Trustees.  There is a link to access the monthly Planning and Zoning meeting, agenda and meeting procedures.

BOARD OF ZONING ADJUSTMENT

 

The Village is required to have a defined list of five people who make up the Board of Zoning Adjustment.  The details on the structure and duties of a Board of Zoning Adjustment are found under RSMO 65.690 and RSMO 89.080.


Reminder for Residents


Residents are responsible for maintaining their property to the street edge.  The easement is for installation of services - such as Google Fiber and other utilities. For more information look in the Ordinance section of the website.



When a tree falls - unless a resident has been previously notified - where it lands is the responsible party.

Village Meetings

The Board of Trustees meets on the second Monday of each month at 7:00 PM for approximately one to two hours. This meeting is open to all Village residents and they are strongly encouraged to attend.
