Board of Trustees Meetings

The Board of Trustees meets on the second Monday of each month at 7:00 PM for approximately one hour. This meeting is open to all Village residents and they are strongly encouraged to attend.


The effectiveness of using video conferencing technology has led the Village to adopt this method for all Village meetings.

The Board of Trustees is composed of five members who serve without compensation. Each with a two year term. Two positions are voted on one year and three the following year.  Municipal Elections are held the first Tuesday of April. There is no party affiliation associated with being a Board of Trustees candidate so any resident who has lived in the Village of Oaks for more than one year is eligible.


There are nominated Chair and Vice-Chair positions.  Each Board member takes on specific responsibilities like roads and plowing, lead of Board of Zoning Adjustments, working with legal counsel, village projects, communications and other areas as needed.


The Village Clerk is a paid position and approved by the Board members.

The Village Board of Trustee meeting follows a similar pattern every month.

At least 24 hours before the monthly meeting the agenda items to be covered will be bolded. Any item that is in addition to standard activity will be added.

The Planning and Zoning Commission meets on the second Wednesday of the month at 7:00 PM. These meeting is open to all Village residents .

The Village has the requirement for a Planning and Zoning commission. The current requirement is for zoning ordinance changes and a new ordinance for short-term rentals. The details on the structure is found under RSMO 89.320 and RSMO 89.330.  Of the five citizen members, one will be elected Chair and one Secretary/Vice Chair. The duties for the zoning aspect of the commission are found under RSMO 65.682 and RSMO 89.070. The Missouri statutes that relate to planning aspect are found under RSMO 89.300 to 89.480.


The Planning and Zoning Commission follows the same public open meeting and Sunshine Law requirements as the Village of Oaks Board of Trustees. 

The Planning and Zoning Commission members serve without compensation. Each citizen member has a rotating five year term. The citizen members are approved by the Board of Trustees. There is no party affiliation associated with being a commission member so any resident who has lived in the Village of Oaks for more than one year is eligible.

Meeting Procedures

The meeting procedure steps listed below will be used for each Village, commission or board meeting.

Since the tools available with online video conferencing are new, the meeting procedures will be subject to change based on feedback.


  • The Village Clerk or meeting host logs into the Zoom meeting account ten minutes before 7:00 PM and begins recording.
  • Access is set that each person attending has to be permitted.
  • Attendees microphones are muted by default and enabled by the Village Clerk or meeting host.
  • Slightly before 7:00, Clerk or meeting host and Board or Commission member microphones are the only ones un-muted.
  • Attendees are asked to hold their questions until after all agenda items are addressed.
  • Meeting agenda proceeds as published.
  • After New Business is completed, the attendees are asked to select the raise hand option for their questions or comments. 
  • To proceed in a timely manner and give all those interested in speaking an opportunity to speak, the attendee is asked to keep their comment time to three minutes or less.
  • New requests from attendees are documented and added to the next  meeting agenda if applicable.
  • Hopefully, it will never be necessary, but anyone using inappropriate or foul language will be muted at the discretion of the Village Clerk, meeting host or as directed by a board member.
  • The Village Clerk or meeting host stops and downloads the meeting recording to be used in creating the meeting minutes.
